The policy of admission at the University depends on several basic principles, the most important of which are the absorptive capacity of the University in terms of physical capacity, the available financial and human resources, the job market needs of certain specializations more than others, and finally selecting the best students from various school systems in the secondary stage. Consequently, the basic rules for admission at the University are based on the following four principles:
- Absorptive capacity of the University:
The University Administration determines the number of seats available for admission every year in collaboration with Faculties in the light of statistics of graduates and currently registered students.
- Job market needs of various specializations:
To encourage specializations in science required by job market and development plans and to reduce the number of students in Arts specializations, given the large surplus of graduates in some of them, the University sets the minimum percent required for admission from high school graduates in the Science section less than the minimum percent required from graduates in the Arts section. Some colleges also reported that the job market requires more graduates who are less likely to leak out of the job market, such as female graduates who leave their jobs for social reasons. This is taken into consideration when setting the male and female admissions in some colleges.
- Selecting the best-performing students:
Because there are different study systems in secondary school, the University set several controls to choose students who perform best to enroll in certain colleges. Therefore, additional rules for admission are adopted, such as Academic Aptitude Tests, calculation of equivalent grade average which includes the results of Academic Aptitude Tests, and the application of a central admissions system, which determine admission at college level or aggregate majors. Choice of major occurs after the student passes the freshman year, according to the students’ grade average, in, for example, Colleges of the Center for Medical Sciences, College of Engineering and Petroleum, College in Business Administration, College of Women, College of Allied Health Science. Some of these Colleges requires, building on accumulated experience, minimum percent of admission to ensure that students do not flounder in their studies.
4) Kuwait University responsibility to provide academic education opportunities:
Being the only government university, Kuwait University undertakes the provision of academic education opportunities for Kuwaiti youth who are willing and able to pursue university education, according to the established academic standards. Hence, Kuwait University, believing in its role in contributing to the service of Kuwait, is careful that the basic admissions rules always reflect its readiness to accept a number of students and scientifically rehabilitate them to meet the needs of the job market.
1) Admission at the University occurs twice every academic year according to general rules of admission at dates announced by the Deanship of Administration and Registration.
2) Students accepted in the second semester may compete for a seat with students applying for admission in the following first semester in a College which does not have admission in the second semester. The criterion of competition is the percent in secondary school degree or equivalent grade average, and this competition is not considered among times of transfers within the university. When the student is accepted at a College, he/she keeps his/her original University Number along with the study log.
3) Students are accepted at College level or Colleges of the Center of Medical Sciences, except the following Colleges in which admission is based on aggregate majors:
| College |
Majors and Minors |
| Science |
Biological Sciences
Mathematical and Natural Sciences
|
| Engineering |
Architecture
Other engineering majors
|
| Education |
Scientific majors
Arts majors
|
4) Deanship of Administration and Registration determines the sub-majors for students once they meet the major conditions certified by the university committees concerned.
5) Admission to scientific Colleges (Colleges of the Center for Medical Sciences, College of Science, College of Engineering and Petroleum, College of Allied Health Science, College of Education/science majors, College of Women) is limited to high school graduates in the Science section.
6) Admission in Arts Colleges is available to high school graduates in the Arts section, and graduates in the Science section provided they have at least the minimum percent required from Arts section graduates, except College of Education in which admission in its Arts majors requires that the student be a graduate from the Arts section or its equivalent in secondary school.
7) In colleges which distribute its seats between Science and Arts sections, graduates of each section compete for seats according to their percent in secondary school or their equivalent average grades, following the general rules of admission.
8) The term “Kuwaiti students” in all conditions of admission and transfer includes children of Kuwaiti women of undetermined nationality only who hold a Kuwaiti Civil ID, whereas the term non-Kuwaitis includes students from other nationalities who are allowed to join the University in accordance with the rules set.
9) The student submits an official application form, within the period for submission of applications, on which he/she orders academic preferences which satisfy the percent required. Uncompleted applications will not be accepted, nor will be any alterations to the application form after the expiry of the period for submission of applications.
10) The applicant is required to include the following documents with the application form:
- The original certificate of secondary education.
- A valid Civil ID (or Police Card for undetermined nationality) and a copy of it.
- A passport copy and the original passport.
- Other documents to prove the category of admission of the applicant (for non-Kuwaitis).
- A letter of salary transfer from any local bank (for Kuwaiti students).
- Two recent, colored photos of the applicant.
- Payment of 10 KD non-refundable as an application fee.
11) Students whose percent score or average grade is equal to or higher than those announced by Deanship of Administration and Registration, upon receipt of the application form, are accepted immediately in the College or the group of majors they put as a first choice in the application form.
12) Students who do not meet the minimum percent for immediate admission will be considered for admission after the end of the application period, by allocating them the free seats in various specializations according to their choices in the application forms and their percent or equivalent grade average.
13) Acceptance is announced via SMS on mobile phones, the Internet, or local newspapers, and each accepted student is given a “Registration Card” stating the basic data according to which he/she was accepted at the University, and the courses he/she will register in.
14) The University Council sets the minimum percent and general conditions for admission at the University, the rules of accepting non-Kuwaiti students, and the number of Kuwaiti secondary school graduates that will accepted each year, in addition to non-Kuwaitis and children of Kuwaiti women of undetermined nationality.
15) The Deans Committee sets the specific rules for admission in Colleges based on the offered justifications in collaboration between the Deanship of Administration and Registration and the College in question, provided that Colleges send their suggestions to the Deanship of Administration and Registration before the end of the first semester of the academic year previous to the year of application of rules.
16) Transfer applications are submitted to the Deanship of Administration and Registration when registration starts in the dates announced by the University. Receipt of student’s application does not necessarily mean admission at the University.
17) The Deanship of Administration and Registration studies the transfer applications, in accordance with the general rules for transfer and the conditions of Colleges, and students are accepted at the College level or the group of majors they chose. After students are accepted at the University, the College in question, in coordination with Deanship of Administration and Registration, determines the sub-majors of the transferred students, in accordance with the approved rules of determination of sub-majors that apply to students accepted from secondary school.
18) Applications of transfer to the University should include the following documents:
- A certified copy of the transcript.
- A certified copy of high school certificate.
- A valid Civil ID and a copy.
- A passport copy.
- A letter of salary transfer from any local bank (for Kuwaiti students).
- Other documents to prove the category of admission of the applicant (for non-Kuwaitis).
- Two recent, colored photos of the applicant.
- Payment of 10 KD non-refundable as an application fee.
1) Admission at the University is limited to secondary school graduates, according to the set categories, who graduated from secondary school for a maximum of four semesters or two academic years.
2) The student is admitted on the condition that he/she studies in the semester in which he/she is admitted, and admission is canceled if the student does not study in that semester. An admitted student (other than those who have University staff grants, the Rector of the University grants, top students grants) can postpone the acceptance once for the following semester by applying for postponement within the period set for considering postponement applications, in accordance with the rules set by Student’s Affairs Committee at the University.
3) Because some students withdraw from study after the announcement of admission results at the University, and in order to offer the chance for other students who wish to study to occupy the free seats because of withdrawals, a system of waiting lists is applied in The Center for Medical Sciences, College of Allied health Science, College of Law, and the Department of Architecture in the College of Engineering, where a 5% of seats is set aside as a waiting list of students admitted in other Colleges at the University but they prefer to join one of these Colleges. In case students in one of these Colleges withdraw, students on the waiting lists are admitted, in accordance with the usual admission rules. The waiting lists system is also applied on students accepted in the Center for Medical Sciences in the previous year when allocated to Colleges at the end of the second semester. However, in all cases, waiting lists are canceled in the first week of start of study in the College in question.
4) When a secondary school graduate is accepted, he/she is exempted from any courses he/she may have studied before joining Kuwait University, in accordance with the system of unregistered students at the University on the condition that he/she gets a (C) at least, or (P) in remedial courses, or in case the student has taken the courses in another university which satisfies all the conditions of universities whose applications of transfer to Kuwait University are accepted. In this case, the student is exempted from these courses after they are equalized at Kuwait University, according to the applied rules on transferred students from other universities. The grades the students earn in the studied courses, according to the system of unregistered students at Kuwait University, or another university, do not count toward their GPA at the University (general or major).
5) It is possible to substitute results of TOEFL or (IBT) for Academic Aptitude Tests. The Academic Affairs Committee decides on the choice between the two.
6) When a new student decides to withdraw from the University – after registering for courses – within the first six weeks of the start of study, the Deanship of Administration and Registration withdraws him/her from the registered courses. But if a student withdraws from University after that period, he/she should withdraw from courses through the Committee of Students’ Affairs – except students of College of Law. A new student who withdraws from University may reapply to the University, in accordance with the admissions rules at the time.
7) A student at The Center for Medical Sciences may withdraw from University within the freshman year (the first and second semesters), and the Deanship of Administration and Registration cancels his/her log and University Number and all the courses which the student passed are dropped. However, the student may reapply to the University – except The Center for Medical Sciences – in accordance with the admissions conditions at the time.
8) A graduate from Kuwait University, a student who discontinued his study at the University, a student who withdrew after studying several courses, or a student who was expelled from the University may not apply as a new student, with the exception of graduates from Kuwait University who wish to join one of the Colleges of The Center for Medical Sciences (Medicine, Pharmacy, Dentistry) to study under the program of transferring University graduates to one of these Colleges, in accordance with the set rules.

1) General Secondary School Certificate (two-semester system), Science and Arts sections.
2) General Secondary School Certificate (credit system), Science and Arts courses. The equivalent percent for its graduates is calculated as follows:
Percent = (aggregate average + 1) x 20.
3) General Secondary School Certificate (unified system), Science and Arts sections.
4) Secondary School Certificate of the Institute of Religion, which equals General Secondary School Certificate in its specialization. The Institute of Religion graduates are accepted in accordance with the conditions of accepting Arts section graduates at the following Colleges only: College of Law, College Of Arts, College of Education, College of Sharia and Islamic Studies, and College of Social Sciences. Admitted students may not transfer to any College other than the Colleges mentioned above.
5) General Secondary School Certificate from abroad: The Certificate should be a recognized degree, and it should be equalized by the Ministry of Education in Kuwait as equivalent to the Kuwaiti General Secondary School Certificate in the Arts and Science sections. The nonacademic subjects are excluded when calculating the percent. To accept the certificate, it is stipulated that Kuwaiti students should have studied all years of secondary school in one country, but students whose parents are delegated on an official mission or are on a government study grant are exempted from this condition. Also exempted are students who started their credit study system at Kuwait schools then continued their study abroad. In this case, the aggregate average for all years is calculated.
6) English Secondary School GCE, GCSE, IGSE: Notwithstanding the first condition of the general rules for admission, applicants with the above certificates are accepted according to the following:
- Passing eight subjects at least, two of which or more from A/S-Level, or A-level, and the rest are IGCSE, allowing one to be grade D. - The University will, in accordance with the system of unregistered students, conditionally accept the application of an English secondary school graduate who meets all the conditions except one subject, needed to qualify as Science section graduate, until he/she passes the subject required within one academic semester from the date of application. Only then, the rules of admission will apply in retrospect from the date of application in the previous semester. It is possible to exempt the student from studying this course if he/she passes it with a grade “C” or higher. In all cases, the course does not count toward the required percent for admission, nor in the GPA at the University.
- A student may submit an application to equalize the A-Level courses which he/she passed with the equivalent 100-Level offered by the University if his/her grade was “C” or higher, for three courses at most. Those courses will not count toward the courses required by the University, nor will they count toward the University GPA.
- The percent of the English certificate is calculated as follows
A) The student’s Grades A+, A, B, C, D in the IGCSE courses are given the following percents:
A+ = 100%, A = 95%, B = 85%, C = 75%, D = 65%.
B) Ten points are added to the student’s evaluation scales in the A-Level or A/S-Level courses more than the evaluation scales for IGCSE courses.
C) The percents for the highest eight grades are added up, taking into consideration to calculate among them the five required subjects from the Science section graduate, and the total is divided by eight (eight courses) in order to calculate student’s percent. But the final percent should not exceed 100%.
7) American Secondary School:
Holders of American Secondary School Certificate are treated like holders of General Secondary School Certificate (credit system). Their applications will be accepted, provided that the students studied all secondary school years in an American school. For students who transferred from other schools or systems, the Deanship of Administration and Registration will calculate their average grades of the four years prior to graduation. They will be considered as American Secondary School Certificate holders, which will be the basis for determining their compulsory and optional courses and their academic process in terms of the categories “Science” or “Arts”. The student should have studied the following courses, for two regular semesters (not one intensive semester), and successfully passed them to be considered Science section graduate, then he/she can apply for admission in the science Colleges:
Biology secondary school grade 9 at least
Chemistry secondary school grade 10 at least

Physics secondary school grade 11 at least
Calculus or Pre-Calculus secondary school grade 11 at least
- The University will, in accordance with the system of unregistered students, conditionally accept the application of an American secondary school graduate who meets all the conditions except one subject, needed to qualify as Science section graduate, until he/she passes the subject required within one academic semester from the date of application. Only then, the rules of admission will apply in retrospect from the date of application in the previous semester. It is possible to exempt the student from studying this course if he/she passes it with a grade “C” or higher. In all cases, the course does not count toward the required percent for admission, nor in the GPA at the University.
- An American secondary school graduate may submit an application to equalize the AP courses which he/she passed with the equivalent 100-Level offered by the University if he/she got “3 Points” on the “1-5 Scale” approved by American College Board, provided he/she submits a certified degree from them, for three courses at most. Those courses will not count toward the student’s aggregate average in secondary school, nor his/her University GPA after he/she is accepted.
- An American secondary school graduate may submit an application to equalize the DP/IB courses which he/she passed with the equivalent 100-Level offered by the University if he/she got “6 Points” or more in the Standard Level courses, or “5 Points” or more in the Higher Level courses, according to the “1 – 7 Scale” approved by International Baccalaureate Organization (IBO), provided he/she submits a certified degree from them, for three courses at most in both levels. Those courses will not count toward the student’s aggregate average in secondary school certificate, nor his/her University GPA after he/she is accepted.
- When any of the above mentioned courses is equalized for an equivalent course at Kuwait University, the student’s grade in that course will not count toward the student’s GPA at the University. Also, the student’s grade will be excluded when calculating the student’s aggregate average in the American Secondary School Certificate.
- In case the course is not equalized, the student’s grade for that course in the American Secondary School Certificate will be taken.
- In all cases, the highest aggregate average that will be accredited for American Secondary School graduates is “4 Points” in the Points System, or 100% in the percent system. An average more than one 100% will be counted as 100 only.
Admission at Kuwait University is available for the following categories, in accordance with conditions of admission for each category. Non-Kuwaiti categories of students compete as one group for the seats allocated for non-Kuwaitis, unless it is clearly stated that a certain category has priority over others. It should be noted that accepting students’ applications does not automatically mean admitting them at the University. These categories are:
All applications that meet the set admission conditions are accepted.
They compete for admission in all Colleges for the allocated seats, in accordance with admission conditions for non-Kuwaiti students.
